National Association of Passenger Rail Operators (ANPTrilhos) followed the broadcast of the public hearing on the sponsored concession of the Light Rail Vehicle Integrated System of Avenida W3 in Brasília, capital of Brazil, held by the Department of Transport and Mobility of the Federal District (Semob), on April 14, through the Internet. The feasibility studies of the undertaking and the draft public notice and contract, which will subsidize the future public-private partnership tender, were presented during the hearing.

According to the study, the public transport system should be implemented in three phases. At peak times, the forecast for the first phase is one train every four minutes, with 19 vehicles in circulation. Each train will have the capacity to transport between 450 and 560 people, with a minimum speed of 21 km/hour and a maximum speed of 70 km/hour.

The Light Rail implementation project will provide the revitalization of Avenida W3, where the system will be implemented. The Light Rail should be integrated into the bus and metro systems, using transport cards.

The work has an estimated cost of over R$ 2 billion, in values referring to July 2019. The concession will be through competition and the winner of the single lot bid will be responsible for the entire process, including the executive project: execution of the work, installations, equipment, operation and maintenance of the system during the period of 30 years.

The winner of the bid, as proposed in the study, will be the one offering the lowest consideration, which is the monthly fee to be paid by the government to the concessionaire to complement the cost of transportation. The study estimates that the consideration will be around R$ 16 million in the first phase, and may reach R$ 20 million monthly after the third phase.
