The Brazilian government created the Consultative Forum on Urban Mobility of the Ministry of Regional Development (MDR in Portuguese), which will have the function of advising the agency in the evaluation of urban public transport services; in the proposition of actions, programs, studies and projects; and promoting the exchange of information on national and international experiences related to the sector.
The Decree that creates the National Forum was published on September 20 and the National Association of Passenger Rail Operators (ANPTrails), entity that represents the Brazilian metro, urban train and Light Rail Vehicle operators, was appointed as a permanent member of the Forum.
“The creation of this Forum rescues the role of society and its responsibility in contributing to the improvement of Brazilian urban mobility. ANPTrilhos is honored to effectively participate in this moment. The Association had already been contributing to the Federal Government, through cooperation agreements, and its active participation in this Forum formalizes this action”, highlights the Executive Director of ANPTrilhos, Roberta Marchesi.
The Forum will be chaired by the National Secretary for Mobility and Regional and Urban Development and will be formed by a representative and an alternate from the following bodies and entities: Ministry of Regional Development, Ministry of Economy, National Association of Passenger Rail Operators, National Front of Mayors, National Confederation of Municipalities, National Forum of Secretaries and Public Leaders of Urban Mobility, National Council of Transport Secretaries, National Association of Public Transport, National Association of Urban Transport Companies, National Confederation of Land Transport Workers, National Association of Bus Manufacturers; and the Brazilian Institute for Consumer Protection.
Provisional Measure of Railway Authorizations
In early September, the Brazilian government presented the Railway Authorization Program, called Pro Trilhos, established by Provisional Measure nº 1.065/21, aiming to increase the attractiveness of the private sector to invest in railways, whether through new ventures or using existing railroad, benefiting the transport of cargo and passengers.
During the ceremony, railway authorization requirements were signed for the construction of 10 sections of railway. The requests add 3.3 thousand kilometers of new tracks and R$ 53.5 billion in investments. The new railroads cut through cities in nine states in four Brazilian regions: Espírito Santo, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Paraná, Pernambuco, Piauí and São Paulo.
Within the program, the Federal Government also signed an amendment this month to the concession contract for the Guarulhos International Airport, which determines the current concessionaire to build and operate the People Mover, a train line that will connect the airport’s passenger terminals to the station Line 13-Jade, of the Companhia Paulista de Trens Metropolitanos (CTPM).
