BNDES is receiving contributions for the National Study of Urban Mobility in Brazil

The Brazilian National Bank for Economic and Social Development (BNDES) is selecting companies to contribute to the National Urban Mobility Study, which is being developed in partnership with the Ministry of Cities. The objective is to reduce the investment deficit in medium and high capacity public transport systems (TPC-MAC in Portuguese) in the main metropolitan regions of the country (RMs in Portuguese).

The BNDES will allocate resources from the Project Structuring Fund (BNDES FEP in Portuguese) to finance the study. The contracting of consulting services will follow the regulations in force.

A Request for Information (RFI) was opened to provide transparency to the contracting process; map the technical qualification of interested companies; estimate the contracting reference value and receive suggestions for the Term of Technical Specifications (TET in Portuguese).

The partnership between the BNDES and the Ministry of Cities aims to:
• the preparation of a consolidated view of investment needs in TPC-MAC in the 21 RMs with a conurbation population of over 1 million inhabitants;
• the formation of a portfolio of concessions and public-private partnerships that promote investments to improve public services; It is
• supply of inputs to support the coordination of inter-federative efforts for the implementation of projects.

In April of this year, the National Association of Passenger Rail Operators (ANPTrilhos) signed a Memorandum of Understanding with the BNDES with the objective of promoting institutional articulation to support the development of the National Urban Mobility Study. “This is a great initiative by the Bank to contribute to the development of mobility structuring projects and we are very honored to be part of this great project to advance mobility structuring networks in Brazil”, emphasizes Roberta Marchesi, Executive Director of ANPTrilhos.

The draft of the Term of Technical Specifications of the Study details the scope of the National Urban Mobility Study, including expected deliveries and deadlines. The document also provides the hiring format, required specializations and additional information about the selection process, including the next steps.

Those interested in participating in the study must fill out the form available on the BNDES website and send it to the email mobility.urbana@bndes.gov.br by August 7, 2023. The bank is also receiving contributions for the improvement of the Term of Technical Specifications until the same date.
